How can you get Celebi in any pokemon game? Not looking to AR. Please reply!?

I hear there is a way in the Forest in GSC, but I haven't heard much. I honestly have no clue on how to catch one but would like a lot of info. Please supply info! Oh, and if you have on that you want to give away, answer with your friend code to D/P. I'm open to negotiations.
