"No taxation without representation"? Hubby being forced to pay taxes in state we didn't live in

My husband worked 5 months in Georgia, but lived in Tennessee. Now we find we must pay taxes there, as well as taxes in the state we reside in. In there anyone we can appeal to? After all, you must live somewhere for at least six months to be considered a resident, so how does Georgia get away with forcing us to finance their state?
