Toddler won't wear jacket when it's cold?

My 3 y.o. is generally well behaved. But when it gets chilly, say 60 degrees or so and a little windy, she doesn't want to wear a sweatshirt or jacket. She has a fit and tantrums. Should I make her wear it or should I just bring it and she can wear it if she wants to later?
